Macedonian Citizenship by Special Interest — For Exceptional Talent and National Contributions

If you are an outstanding scientist, economist, artist, athlete, or professional whose work serves North Macedonia's national interest, you may qualify for citizenship through one of the most flexible and discretionary pathways available.

What Is Macedonian Citizenship by Special Interest?

Established under Article 11 of the Law on Citizenship and the Government Decree on Criteria (Official Gazette No. 9/05, amended 2012, 2019, and 2021), the special interest pathway grants Macedonian citizenship to individuals whose exceptional achievements or contributions serve North Macedonia's national interest in science, economics, culture, sport, or other areas.

This is the most discretionary of all citizenship pathways — it is not based on residency, family ties, or investment thresholds alone. It is designed for individuals of demonstrated exceptional quality in their field: Nobel Prize-level scientists, Olympic athletes, internationally recognized artists, world-class business executives, and others of equivalent standing.

Only two conditions from the standard naturalization requirements apply: age 18 or over, and no threat to national security or public order. All other standard requirements — residency, language, housing, income proof, and release from previous citizenship — are fully waived.

Internationally recognized scientific or research achievements, significant inventions with documented impact, or a PhD with at least 6 peer-reviewed scientific papers in the last 5 years plus leadership of at least one funded research project.

World-class manager with documented international track record, top specialist in technologies not yet applied in North Macedonia, entities involved in economic cooperation with Macedonian companies, or investors meeting the thresholds for direct investment (€400,000) or fund investment (€200,000).

Athletes with high-level results in the most recent Olympic cycle, world-class athlete status as defined by international federations, actively competing at the highest levels of their sport.

Humanitarian contributions, diaspora engagement of exceptional significance, diplomatic contributions to North Macedonia's interests abroad, or other extraordinary services to the country not captured in the above categories.

Application Process — Step by Step

    Prepare a comprehensive case file with documented evidence of your achievements: publications, patents, awards, contracts, performance records, media coverage, and letters of recommendation from recognized institutions

    Submit your application at the Ministry of Interior regional unit or at the nearest Macedonian embassy or consulate

  3. 3

    Expert evaluation is carried out by the relevant ministry or agency (Ministry of Education and Science, Ministry of Culture, Ministry of Economy, Agency for Youth and Sports, or Agency for Emigration depending on your category)

  4. 4

    The Government of North Macedonia reviews the expert evaluation and issues a formal opinion on whether your case meets the special interest criteria

  5. 5

    The Ministry of Interior issues the final citizenship decision based on the Government opinion

  6. 6

    Pay the remaining €80 administrative fee, sign the loyalty oath to North Macedonia, and collect your citizenship decision

  7. 7

    Apply for your citizenship certificate, national ID card, and North Macedonian biometric passport
